01 The problem

Incentives are public. Finding them is not.

Every level of government and nearly every utility runs its own incentive programs, on its own schedule, with its own eligibility language. There is no shared registry. Programs open, cap out, get amended, and quietly expire.

So the money that is genuinely available to a project is almost never the money that gets claimed. Not because anyone made a bad decision — because nobody could see the whole board.
